Jean-Sylvestre Mongrenier, chercheur associé à l’Institut Thomas More, nous livre son analyse à la veille du référendum constitutionnel du 12 septembre en Turquie.

Selon un schéma simple, la Turquie de l’après-guerre était une forme de « démocratie dirigée » au sein de laquelle l’armée avait pour mission la défense des institutions séculières mises en place sous Mustafa Kemal (1881-1938), le fondateur de la république turque (1). Les interventions des militaires dans la vie politique – qu’elles soient directes (1960, 1971, 1980) ou indirectes (1997) -, étaient l’une des données constitutives de ce système de pouvoir (2). Dans l’intervalle, les magistrats et la haute fonction publique avaient pour fonction d’assurer la reproduction du modèle kémaliste. Adoptée en 1982, suite au coup d’Etat militaire de 1980, la constitution aujourd’hui en vigueur n’a jamais fait que renouveler cette formule politique. L’actuelle majorité AKP (Parti de la Justice et du Développement) a entrepris de la remettre en cause.

Can you summarize the current economic and political relations between the EU and Turkey?

The European Union (EU) has always played a crucial role in Turkish economy and politics in one way or other. This is of course not accidental. Needless to say, the Turkey-EU relations commenced as an economic cooperation with political and strategic considerations in minds of both parties. The reasons behind the establishment of the Customs Union in 1995 are not only economic but also political. Since then the EU is Turkey’s most important trade partner. More than half of Turkey’s trade is with the EU and Turkey is economically the most integrated candidate into the EU’s economic structures with ironically no rights in the decision-making process.
